This was likely the Alamo sheriff. He likes to harrass visitors, but does not have the power to do anything beyond issuing speeding tickets (which he frequently does).

He is lying about Groom Lake Road being restricted area. It is public land, until you get to the border 13.8 miles from the highway, which is clearly marked with an assortment of large signs. In fact, with one exception I have found warning signs on all diry roads that enter the restricted area.
