Cubic Defense Systems has the contract for setting up the hardware to monitor the planes the last time I checked. I did a post on DLR regarding an accident they had reaching a site near Pioche, which I included in the link section. From the description of the accident location, I believe you can drive to that site. Well at least there is a road on the map, but as you know getting there is always another story.

There used to be a way to see the contracts on the Nellis website, but I can't seem to find it. However, you can do google searches on the nellis website and the contracts will show up. This link is one example:
