I have never been there (I'm some 5000 miles away) but
since I've got captured by Tom's story (I'm an SR71
fan) I tried to figure out where the places are. I guess
regarding TACAN you have to add roughly 15 degrees to
the radial. If you look over the aero charts on Maptech
Mapserver, all the VOR and VORTACS in the area have
their zero degree referenced to the magnetic north
which is indeed +15 degrees rather than true north.
I believe TACANs works the same way as VORTACs which
are basically VOR+TACAN devices. Hope to be right....
