If there was a Tacan on Bald Moutain,a 100 degree radial would put you 17.9 NMs South of Ray's POI.Since a plot between that point and the A12 crash site indicates Ray was flying almost directly to Groom,I do not believe it was on Bald Moutain.
Get a Las Vegas sectional and check it out.
