Dumb? Hardly. These is no place that the soviets can't see with a satellite. However, Groom Lake is really hard to see without one, unless you consider climbing a hill 26 miles away suitable viewing. It had a dry lake bed making the runway construction easy, not to mention lots of landing zone should the approach not be too well controlled. There is also the logistics of running a military base, i.e. you need to supply the base with all the mundane things in life and the spook stuff, and that is hard to do in the middle of nowhere.

No, the Soviets got their information the old fashioned way: they bought it from military personel, FBI agents, etc.
