The only equivalent I know of is Zhukovsky Air Base outside Moscow. Massive runways. Seems to be the main Russian Air Force test base, similar to Edwards in a lot of respects. Not sure if they have any black programs there, if the Russians actually have any Black Programs.
They have a large airshow there known as 'MAKS'.
But it's generally known as being the 'Russian Area 51'.
