The law Newton neglected to mention:

"Any permanent fortification tends to remain manned."

Witness Gitmo, THe Phillipines, the kamchatks Peninsula, and any onther of numerous places where there have been prior contests between rude strangers.

In the Spirit of Diego Garcia, I expect that these regional facilities will become detested duty stattions for decades to come, and the replacement for duty stations previously despised in Europe, which seems to be in the process of creating it's own regional {police} force.

The logic that our government would expend large amounts of capital and then just give these bases to the locals does not compute.

The logic that our government would expend large amounts of capital to excercise a "stabilising influence" in a given area, however, does.

It's all about resources & control, I bet.
