A nice EMP generator is the piezo element in a cigarette lighter. [OK, on a smaller scale than an EMP weapon.] One of the standard tests in gaming machine evaluation is the ability to withstand glitches generated by such lighters. Getting back to military gear, those who remember fire bottles will also rememer they are very insensitive to EMP, at least compared to modern semiconductors.
