There are two types of flares: Illumination flares that are suspended on parachutes, which last about 5 minutes. They are used to mark targets or to illuminate the terrain. And then there are the flares that planes pop when chased by a fighter to divert heat seeking missiles. These only last for a few seconds.
Illumination flares can indeed look like being "in formation", and if the wind is right travel sideways and slightly down as a pattern of lights. I have seen this over the ranges many times.
I suppose you are referring to the show about the "Phoenix Lights" on Discovery last night? What they saw over the mountains looked A LOT like flares to me, however the triangular craft did not. No idea what that was, but it came from the direction of Area 51...
