I believe the Red tripod on the back of the Raptor, is something to do with testing manoeuvering. I've also heard it was a brake parachute for tests on stalls etc. One has also been used on one of the YF-22's and the Eurofighter Typhoon.
Unfortuately I can't find the literature on it.
