The air traffic controllers are civilians, so I guess they don't have to sign anything to prevent them from telling what they see - as opposed to the people in the military or in the companies working for them, who might easily end up in Levenworth if they did. So maybe someone's got a nice videotape of a tiny dot on a radar screen breaking a speed record...
