The military has it's own private airspace to do such tests. The map for Groom Lake is on this website: What is interesting in your post is that the air traffic controllers must see what happens over Groom Lake. Since they don't divulge such information, I guess they instructed not to do so. There is a FAA site in Tonopah, so I'm pretty sure civilian ATC can see the Groom tests, though there would not be a squawk code assigned to the flights (Janet's excluded).
