Interesting question. As you pointed out yourself, it is an unlikely scenario. But IF it happened, there would most probably be a cover-up. A terrorist act or onboard explosion seems the most likely cover story.

Compensation for the victims? No way! Look at through what lenght they go to avoid paying compensation to the families of workers that got poisoned working at Area 51, burning toxic waste. They were under direct order from their superiors to ignore even the most basic work safety precautions. They have proof, an excellent, highly motivated attorney, medical records, everything. Yet, they can't even discuss what they are dying from, "in the interest of national security". Let alone seeing any kind of compensation...
