For what it is worth: The "speed limit" below 10,000 feet is 250kts, some aircraft are certificated for a higher speed below 10,000 (permanent FAA waiver) like the T-38A, SR-71 etc. these "waived aircraft are referred to by ATC as "fast movers" in addition to those that are simply faster than the others the controler is currently working.
