I think you overestimate the difficulty in the timing. GPS disciplined rubidium clocks show up on ebay and local flea markets (OK, perhaps a Silicon Valley thing). I have a friend who built one using a surplus rubidium oscillator and a Motorola GPS designed for timing. While the US can selectively alter the GPS accuracy, it should be possible to discipline a rubidium clock via the Soviet system.
