I was wondering about that one as well. All I can think of, although very far-fetched, is the monthly NTS tours. A climbing left turn from Rwy 14 would get him over the southern part of Range 64, and away from the NTS. Possibly they are concerned about Janets being spotted by visitors on that tour.
