Yes it does look like it is 'filmed' over from the elements, ready for being whisked away somewhere.

It does look similar to the Predator, but has a prominant 'hump' at the front like the global Hawk where as the Predator has one underneath.

It could be a hybrid UAV/CUAV that is currently in the testing, certainly no black programme.
