Yes, when we did the 50th anniversary camp out (see attached link) I had to have a BLM permit. A Ranger stopped by to inspect the site. I had to have event insurance, provide porta-potties and regulate parking, among other things.

How this is handled if no one organizes the event, I really have no idea. But you can be sure that by now BLM and the Lincoln County Sheriffs office are looking into the legality. Anyone can camp on BLM land (which is 99% of the land around here) for up to two weeks. But that does not apply to events.

BTW: Residents renting out camping space in town will have to abide by zoning laws. Only the Frontage Road and Canyon Road in Rachel are zoned for commercial use. Renting out space in other parts of Rachel is a violation of zoning laws and I am sure the sheriff will look into that.
