That looks more like an old building that is falling apart. In 2006 the structure is still fairly intact. In later images more debris is scattered around it. In the 2006 GE image an old access road is barely visible leading east to the main road. The feature is not covered by images prior to 2006 but in the 2002 image (which has a 0.2 mile east-west offset to later images) the access road is a bit more pronounced. My best guess is that whatever the feature is it has not been accessed since the 1980s.
