Indeed, it appears that the foundations for the two new water tanks were started around 7/2016, when the latest GE image was taken. The original water tanks on the hill side were installed between 1968 and 1988.

BTW, in case anyone is wondering why there are water tanks on the hill side and also a water tower. The tanks (in a higher location on the hill side) supply water to the southern part of the base which is on slightly higher terrain. The water tower on the north end of the base supplies the northern base. Due to its lower location pressure would probably not be sufficient to supply the south base. So, more tanks on the hill side mean more activity on the south end of the base.

The water tanks appear to be fed from the same well as the water tower, at the north end of the base.
