In a sense that is true. Area 51 has always been a test and development location for new systems, including weapons systems, in secrecy to keep the tech away from our enemies. It has been since it was founded for the development of the U-2 spy plane in 1955.

As for weapons, you want to look at the nearby Tonopah Test Range and the surrounding gunnery ranges and ECRs. That is where much of the weapons R&D happens.
