Taxiway F is the longest taxiway that parallels the Runway. So depending on what their doing to it, it could need a massive amount of aggregate. But why the long haul? Maybe it's just the government contractor's nearest location. I'm sure the BLM is not going to let them just go out into the desert and take what they need. But doesn't Groom Lake have a cement plant? Hmmm. Funny thing too is I don't see any big piles or cement factories or quarries on HWY 168. There's a small one at 36°44'35.62"N, 114°44'26.27"W, but it's an old image so who knows if it's still there or bigger. Looks like NV DOT to me though... Oh, I also did a search or an environmental impact report and got nada.
