The formation is part of a practice target in Range 76. There are several such targets, simulating towns, enemy installations and even vehicle convoys, all over the ranges. The best known is "Gotham City" at 36°46'50.75"N/115°26'33.04"W. BTW, there is a Google Earth plug-in in our maps section that helps identify the various ranges.
