Yes I know of the legal here not there thing.

What it was, was that former AF Sec. Sheila Widnal got
wind of the following (The CIA has been involved with such things since the 50s, no big deal to them):

1 Un-authorized personnel at the restricted site
2 Brought to the attention to higher-ups by female
personnel (civil and military) at the restricted
site
3 These un-authorized personnel were given any type
of security background check

4 No security clearances for said un-authorized
personnel were ever issued

The AF Sec. put an end to an about-to-be ugly situation
at Groom.
