That is funny, because the sheriff sat in the same meeting I referred to in my article, where the County Commissioners voted down the Air Force request to extend the no fly zone 2 miles outside the NTTR/R-4808A airspace. The airspace in the area is restricted in that it is part of the Desert MOA, but to the best of my knowledge it is not a no-fly zone. DJI calls it Enhanced Warning Zone.

The map in your link says that in the marked air space flying drones is prohibited, restricted or cautionary. When you click on the MOA airspace around Tikaboo Valley a pop-up says "Restricted Special Use Airspace - DESERT MOA". I take that to mean the same as the DJI definition, that it is legal to fly drones, but with caution and only if you are aware that you are flying in a MOA.
