Project Faultless

I recently visited the Project Faultless site again to take some drone video for the Rachel web site. There is a fenced off area that I don't recall seeing on my last visit 19 years ago with signs saying "Petroleum impacted soil". Other areas have similar signs, but are not fenced. Does anyone know the story behind that?

Also, there are about a dozen capped off well heads around ground zero now. They are likely monitoring ground water radiation. I remember a trip report mentioned these being installed around 2006.
