In my few years of adsb tracking I have seen aircraft that seem to be on the range near the restricted areas. When that happens I always turn up the scanners waiting for a response from Nellis ATC directing them away. As it turns out there are many reasons a plane could be plotted in the wrong position on these adsb tracking programs. One for example is they have a broken transponder or gps on board. So without the validation radio calls from the ATC range control I discount those planes. Hope this info helps?
