If a variant of the F-23 did exist as rumoured. I'd have thought that it may be neither a strike or recce aircraft. But a long range interceptor. One that could independently penetrate heavily defended enemy airspace and destroy high value air targets (Like AWACS and Tankers etc). With a much longer range and more stealthly than the F-22. After all the speed and the range of the YF-23, still to this day remain classified....why?
