If you saw it maneuvering for 15 minutes, it was not in orbit by definition. It may have been in *space* (no way to prove that), but not orbit.
One could invoke "technology beyond our understanding" to explain it, but then it becomes a logical fallacy and any speculation based upon it is meaningless. It's the logical equivalent of dividing by zero to prove that 1=2.
