It is a microwave reflector panel. You can see it from Tikaboo Peak and I believe also from the Powerlines Overlook. These panels are used as simple passive repeaters. All data and phone connections in Rachel are bounced off a similar panel near Mt. Irish into Alamo.
You can also see a similar panel north of US-95 around Mercury.
