From declassified documents I have read, I understand that the resolution of U-2/A-12/SR-71 imagery circa 1960s was in the 6-inch to 9-inch range from altitudes above 70,000 feet. The early Corona satellites had fairly poor resolution but technology has improved quite a bit since then as evidenced by declassified Hexagon imagery and that of today's commercial space imaging satellites. Despite some of the rumors, I still doubt that it would be easy to read something as small as a license plate number from those altitudes.
