You can drive up to the front gate warning signs, but you can't park your car there. Better to stop off at the parking area a bit before the signs and walk to the border. Regarding what else to see, just surf the DLR site. It is a matter of timing if you want to see red flag or capstone. Here is a good question: can you see a Janet plane approach the base from Power Line Overlook? I've only been on PLO during flags, and never bothered to look for Janet flights from there.
