The duration of the detection is the prime thing--depends on the radar being used. Once a track has been established, the search radar can designate the track to a fire control system. But, unless the fire control system can independently lock on, it's just a matter of fist waving. In the Serbian crash of that 117, they knew it was coming down that valley (it had aooarently done it previously) and just threw enough stuff up and hoped for the best.

The SAMs probably were bi-static systems, which depend upon reflections from the aircraft in their direction to guide the weapon. If the reflections went somewhere else, no lock! Fist waving time!!
