off topic - US told to use Nukes

On BBC news now:

"The pentagon has reportedly been told to prepare for possible use of nuclear weapons in the war against terrorism.
The Los Angelese times says the US Government has told defense chiefs to make small nuclear weapons for possible use on the battlefield.
A secret paper, reportedly presented to Congress members, lists three scenarios in which these small weapons will be used.
These include "in the event of surprising military development".

WELL, they do have small tactical nukes, but what they define as 'small' i am not sure, on the size anyway, do they mean smaller than 'tactical' nukes or do they mean tactical nukes already operational.
If they will make 'smaller' weapons then you can guess where thjey will test them
