Thanks for posting the photos. My somewhat educated guess is that these sites that started appearing a few months ago in the vicinity of Rachel are data relays for the mobile radar and other ground units during Red Flag. They seem to tie into the main data hub in the northern Ranges via a microwave link (the square panel seen in this photo). One of the sites near Rachel is enclosed in cement blocks, other more remote sites are set up in the open.

The configuration of the top elements, apparently designed to communicate with mobile ground units, has changed for this Flag from the previous one. Three cell site-like elements used in RF 15-3 have been replaced by a single omni-directional antenna with an amplifier close to the antenna for RF 15-4.
