Looks like it could be a RCS range, or something similar. Possibly one still under construction. Junction Ranch RCS facility is just south of there. I looked through the timeline photos and didn't see any nefarious attempts at coverup, just normal cloud cover in the 7/28/2007 photo. Looks to have been built around 2006. Many fascinating things to be found at China Lake...and White Sands. Nice catch, whatever it is Dave.
