I believe that the logic would be that
it is easier for the AF to use Contracted Security,
Liability reasons, plus it is up to EG&G to fulfill day to day duties and they have to live up to the contract. Less hassle for the military.
I personally believe that there are more EG&Gs farther inside border that we never get to see. I think that the SP's are used just at the base area. Just my thoughts.
I recall seeing the same govt. plates on DNR vehicles in Colorado not too long ago.
