Yep. I think we have oversight. We just don't have real penalties for missing targets or even for willful misconduct.

And in re DIs, as I was telling my nephew the soldier, we've had sergeants training soldiers longer than we've had farmers growing wheat & corn, and they've gotten pretty good at it. Far be it from me to question their methods.
