There may have been an effort to reduce the radar cross section of the F-15E in the late 80s/early 90s that resulted in flight testing at Groom Lake.
Some of the results of that work may have made it into the F-15 Silent Eagle concept.

It's not likely that the RCS of the F-15 could be reduced to F-22 levels in the frontal aspect without MAJOR changes, but anything is possible.
