No, the USAF (& CIA) are in charge......Bechtel, and EG&G (the main defense contractor there) are merely contractors there...Both have been there for years...I know EG&G was there when I was at Nellis (early 60's) and had already been there for years......Both have (super)high security clearances and are dependable...

I suspect the deciding factor would be "is" what science is being test(or to be tested)and is it of any real benefit to our national defense.....And/or has it been tested to some extent in the past
