All that new construction costs a lot of money. I doubt they would go to such great length to divert attention. Although I fully agree that there are other places worth keeping an eye on as well...
This reminds me of the time just before the F-117 and B-2 were unveiled to the public. Or the Blackbird a long time ago. The RQ-180 for the most part is just somewhat official confirmation for rumors that have been floating around for a while. Not sure what to make of the SR-72 yet, but the recent news are certainly no coincidence.
