That patch is from the AGM-88 High-Speed Anti-Radiation Missile (HARM) improvement program that began around 2006 and has continued until now. It's a joint service program with the Air Force, but led by the Navy. The AGM-88 is used for suppression and destruction of enemy air defenses. The HARM improvement program includes efforts to conduct foreign military exploitation (FME) analysis and engineering to exploit vulnerabilities of foreign anti-radar threat systems.
