You can camp on Campfire Hill. Security will likely swing by at night to do a head count, but they won't hassle you. The upside is you are as close as you can be to Area 51 on public land. The downside, you are close to the Jumbled Hills, so your field of view towards Area 51 is limited. I prefer the camp sites along the highway, or the Powerlines Overlook. From the Powerlines you can easily pick up Groom tower and taxiing Janets with your scanner. See attached link for some good camp sites.
