I didn't mean that SR-71 came back because KH-11 was terminated. I meant that KH-11 came back because the FIA optical satellite was terminated. SR-71 came back for a while because some people recognized that it still had value, and because there was nothing to adequately replace its capabilities. The U-2 is a great platform but flies lower and slower than the Blackbird, and satellites have predictable orbits.
