DLR is short for DreamLand Resort (capital L added for clarity). The original poster said "in the latest DLR-commissioned map" referring to the satellite images Joreg has commissioned, parts of which are on the website.

In 2007 a group of DLR forum participants suggested a donation based scheme to cover the cost of updated images. In return for the contributions we received the full image.

To my knowledge Area 51 has never been referred to as DLR. "Dreamland", however, is a radio callsign for Area 51. See Peter Merlin's "What other names are used for Area 51 ?" in the FAQ
