As the article pointed out, spotters noting aircraft leaving on actual bombing missions (UK IIRC)could be problematic......In the Pacific region there are numerous bases in such places as Guam, Philippines, Japan, Korea, Taiwan(I assume we have a base or 2 there), and Diego Garcia. That's all I can think of at the moment.....It would be hard (not impossible) to ascertain meaningful data from these scattered locations........Besides Russia and China have spy satellites too.......
