probably because that's what's in the fine print of the sat image contract we bought two years ago. as i recall, google earth started using the images we paid for very soon after we received them (couple of months). Jeorg can probably give you the exact reason but i think it has to do with lawyers and rights.... GE is probably waiting to see if we pay for another set so they don't have to. it just the way the world works.
