There are landmarks in the photo.. Notice the circular cluster directly underneath the F-22 raptor.
36.917974° -115.637675°

Notice the dark marks on the ground directly underneath the jet intake
36.951262° -115.678472°

This makes the aircraft approximately airborne above this location
36.888713° -115.618614°

which makes the aircraft 15.09 miles away from R-4808A "The Box"
and 26.35 miles away from the actual base itself.

The F-22 was in R-4806W.

Problem solved...
