No doubt full on espionage is attempted on a regular basis my guess would be a miniature UAV carried as near to the base as possible and then hand launched I think it would be the only way to get in. I am not sure if there is one out there small enough not to be spotted and capable of carrying cameras of reasonable focal quality. If I were the Base Commander I would want a security exercise carried out at least twice a year and if I were leading Special Forces I would relish the chance of trying to get in.
