open skies means just that - open skies. my experience with these types of treaties would suggest there are no exemptions. plenty of warning is given if a request for an overfly is made. a request for an overfly will be immediately countered with a request by us to overfly one of their most secret places with our aircraft. that threat usually is enough to keep any other country from asking. anybody who signed the treaty can play so i would suggest to some little country with nothing to hide to request a flyover of area51 as a fund raising event; they get nice closeup pictures of the base, sell them, make me happy. we then overfly their little country just to punish them.... i wish i had signed the treaty.
